Proverbs chapter twenty-eight collectively speak of the effect just people have on society as a whole. When taken together the proverbs in this chapter speak of how righteous individuals make up an essential component of society. And how they without realizing it, provide for a just society and social order. Individually each proverb gives us a specific message. But collectively speak about the effect the children of God have on society. In this first passage, God gives us insight into the conscience of the evil doer.
Because of sin their conscience imagines there are traps everywhere ready to capture them because of their evil deeds. They believe their capture is just around the next corner. They believe and worry that an attack from another evil doer, such as themselves is imminent. Their minds have no rest, they are in a constant state of fear, running and hiding. They live with the constant fear of being caught. However, this is contrasted with the children of God, whose righteousness is from the Lord. Their relationship with God makes them bold. Having no reason to fear, they are out and about in the daylight, carrying on normal life in a functioning society.
