This passage, like many other passages before it, shows us God's sovereignty and it shows us that God is in control. It also shows us that those who rule over others should have first given their hearts over to the Lord for Him to lead their hearts and minds in His will. It also means that we has followers of Christ have a responsibility to seek out and elect godly leaders, whenever possible. In addition, this means our world is heading in a definitive direction, which is the culmination of His plan of redemption. God is moving us toward a goal and a purpose, which is the fulfillment of His plan of redemption for all mankind, which culminates in the return of Christ Jesus our Lord. We have to remember that history is indeed "His story," that is the story of God's interactions with mankind. Moreover, all of history, works in accordance with God's plan of redemption, which includes the judgment of all sin followed by the return of Christ and the establishment of His kingdom for evermore.
Therefore, history has a purpose and it's controlled by God's sovereignty and not just the random acts of mankind. This means that even though world events seem out of control, just like a raging river which seems uncontrollable, God is sovereign and He alone can direct the paths of nations and rulers. They may sin and do what is wrong in the sight of God. However, God will use those actions to move us toward the fulfillment of His plan of redemption and the return of Christ. Because of the fallen world we live in evil may have its run for a short time, until God cuts it off. And we have seen this in the Bible and throughout history with examples like the kings Artaxerxes, Cyrus, Nebuchadnezzar, Belshazzar, Alexander the Great and others. In these examples, God used the actions of all these kings, to help Israel fulfill their destiny and bring forth the Messiah, whom we know today as Christ Jesus our Lord. We have to remember the fulfillment of God's plan of redemption is to place all of creation under the lordship of Jesus Christ to the glory of God the Father.
