These passages refer to a fool and his speech. The word flitting has it relates to birds means to dart back and forth, to hop from one branch to another with no apparent purpose. So to it is with the fool and his speech. They hop back and forth cursing various things without any purpose. Like a flitting bird, their curses never land in one spot very long and serve no purpose. Rather, they are meant for no other reason than for the fool to hear himself speak. And the Bible is very clear that the only appropriate response to a fool in such a state is rebuke. We are not to tolerate or give into the rambling of a fool who seeks his own destruction and the destruction of others. To answer a fool in the affirmative would be to feed his pride and make him think his foolishness is actually wisdom.

Moreover, answering a fool in such a way can make us look just as foolish. Therefore rebuke is the only proper response. Dear believer, it's important to understand that foolishness as spoken of here is the end result of a heart completely hardened against God and Christ Jesus our Lord. Moreover, with such a person our words make no difference. That is why it's so very important, we move according the guidance of the Holy Spirit. Because it's only by the work of the Holy Spirit on the heart of the fool that they can change. The Holy Spirit must perform His work to replace the fool's heart of stone. Only the Holy Spirit can make the fool alive to God, in order that he can hear and understand the Gospel of Christ. With such a person, we can only plant seeds, that can later be watered by others, and grow through the work of the Holy Spirit on the heart of the fool.
