Those who are wicked, those who are without Christ use their words as weapons of destruction. And what these verses really speak about is the condition of one's own heart. And the heart of the wicked is only after one thing, which is rebellion against God. So their words become weapons used to tear down others while building themselves up. This attitude comes forth in their speech, this is because the tongue can only speak what comes from the heart. Since their heart is focused on self, they can only see the world in terms of how it relates to their needs and the support of their rebellion against God. Therefore, their speech is only in support of themselves, or used for the destruction of those they perceive as a threat to their gain and recognition.

The wicked seldom contemplate their answer, because their anger which is already boiling within their heart is fighting to come forth. Therefore, as a result, they pounce upon the opportunity to spew anger, much like a beast attacking after stalking its prey. This is contrasted with the righteous who weigh the issues before they speak. The righteous person is seeking only to build and strengthen others for the Lord. The overall goal of the wicked person is to use their words to gather for themselves, seek revenge on those they do not like and enforce their rebellion against the Lord. That's why the Bible warns us over and over about the deeds of the wicked. God does this in order to give us wisdom to spot such behavior in ourselves, because it can turn us away from God.
